Were do people get name meanings?

i don't mean which website to go to. i want to know who made these names meanings like did someone just sit down one day and think up meanings of a whole bunch of names? how did these meanings come to be?Were do people get name meanings?
usually it's a literal word in the language of it's origin.



Like in English someone names their kid "grace" or "hunter"



In Hebrew Names like Elisabeth (oath of God) or Methuselah (man of the spear) are just as obvious in their language. They only sound like a name in our tongue because it is foreign. Even in Japanese say ayane literally means beautiful sound.
